Kilowog is a close combat fighter who's not very tough in close. You'll have to carry a few cheap attackers with high damage potential that'll scare your opponent more than scrunchy-face does.
Vet Shi and Vet Ashleigh would make a nice pair to join Kilowog in the field. BCF is dangerous enough to draw your opponent's attention, and they're Stealthed so that your opponent's 2nd/3rd tier attackers probably won't be able to snipe 'em.
Taskmaster has Stealth to avoid fire, and ES/D to counter anti-Stealth tactics. He also goes well with an Intergang Medic for the Outwit.
In close, Vet Hellcat deals 4 damage and has Super Senses to make your opponent weigh the risks of wasting an attack on her. Now that I think about it, this flying tank is a great place to get some usage out of that Jonny Ell (Morlock) LE you were upset about winning! CCE deals 3 damage with a 9 attack value (7 with two friendlies beside him), and he has Regeneration if your opponent doesn't make a serious attempt to bring him down.
Moloids make nice thigh pads for Kilowog, just drop them where cover's needed.

Unfortunately it faced a team consisting of KC Green Lantern, KC Flash, and E Hal Jordan.
I did manage to chip away at those obnoxious defenses (thanks to LE Cloak's poison and Blue Beetle and Flash's Force Blast) but I couldn't keep rolling 9+ to hit and he couldn't keep missing only needing a 4.
Kilowog was so-so. He's definitely not your primary attacker, although he has decent enough stats for pushing.
I used him in a non-tourney game once and did a lot better. I loaded the team with close-combat grounded figures and plopped them among the other team. (I think it was Cap, Aquaman, Hercules, Punisher, Logan, Cyborg, and a few others). Plenty of threat to take the heat off of the GL.

The only time I ever played Kilowog was as part of a 400-point Rocket Red Brigade theme team.

It did better than it had any right to, taking 2nd in the tournament. I think mostly that was due to the fact that it was a sped-up tourney with 30-minute rounds, which just wasn't enough time to beat down all the way through all those long dials. Plus, everyone on the team starts with at least 3 base damage. Best part of the tournament was Dmitri's double energy explosion on the DEO chorus line, splashing Alfred and a couple of other figures too. Kilowog was mostly just TK duty, though he did occasionally get in a good shot, usually with a TK'ed heavy object.

HDC troopers were chosen to fill out the total since their willpower fits with the green lanterns. Also, their PD powers help out John Stewart's low AV.
I've used this team twice and won twice, but that was before Legacy. No telling what kind of impact Carol is going to bring...

I have allready tryed that idea,but you cant carry the cobra fanatics,so i use two lady shivas in the front and a moloid.

It really depends on how much you want to group your team around him. Obviously, you want to take advantage of his charge and GL team. What I found works best is pairing him up with some good close combat AND ranged combat piece. The reason for this is you can swarm a good piece with Kilowog and have the close combat pieces do follow-up, whil having the ranged pieces to lay cover fire. Also, loathe as I am to say, R Invisible Girl works well with Kilowog. Since he has no damage reducers, he needs a better bolster to his defense. Once Force Field feat hits, he may not need her, but for now, plop her behind him and he can get a 20+ D from range. A cheaper option would be to make him ICWO, thereby giving him a boost to his Defense, and it can also help out his AV as well. Good candidates for Close Combat pieces are V Shi, V Logan, V Hellcat, and possibly a brick like Bane or Hercules. Also, cover fire from V Green Arrow and LE Clint Barton is good to watch your flank.
A good strategy is to start out your formation with Green Arrow and Clint incap'ing your primary target twice, so he's pushed and can't act next round. Then have Kilowog charge, and drop the other close combat piece around the target. He's pushed so he can't act, and the following round the other close combat piece can pound him. The 4 close combat guys should be able to dispatch that piece in that round, assuming good BCF rolls. Then you can either clear Kilowog, or if the target piece is KO'd and you have enough actions, have him TK out one of the close combat bruiser to get first strike in on another target.
The strategy isn't foolproof, since if Kilowog take a couple good hits he'll have no way of reducing damage, but it can certainly be effective if you can do it.
Consider also starting out your team in the starting area away from Kilowog. Then after the first round, have them gather around him for the charge. Your opponent might not expect that if you do it right.
Lead me not into temptation, just point me in the general direction and I'll find it myself.
