Switch out the damage shield for Armor Piercing (10 points for 10 points). The amount of times someone is actually going to base you is a very small number, so Damage Shield isn't worth it. Shake off is reduceable, but with Armor Piercing, it isn't anymore. Breakaway charges are DEVESTATING with this figure.
Also, drop Unstoppable. Giants ignore outdoor blocking terrain and hindering terrain for movement puposes. Meaning that's he's practically a flier, except he has to watch where he's going. To really surprise your opponent (and the judge. I know I surprised mine when he had to look it up and go "Wow, giants kick ###..."), start on a rooftop, and charge off of it. Gets them every time.
Also, one more reason for the armor piercing: Quake. Lots of centerpieces have Invul or Imperv on their first click. Your Quake attack will deal damage now, and as such, they will be knocked back. Don't oracle up his defense much, either. 5 damage is DEVASTATING, especially right after a breakaway charge that "shook off" their impervious click
I would try something other than Punisher, however. I'd throw a much cheaper figure on there with TS, and put a prob control piece on there, and try to afford Fortitude on Atlas. He needs his powers to be effective
who would you suggest either than punisher. the reason i like him is because of willpower he can just keep on shooting.
The willpower is nice and all, but realize that you're still talking about 3 figures here, and one of them can be hit by almost anyone with a pea shooter. You need to be fast and ferocious with this team. I used V Hepzibah with some great results, though I can't recall if she's retired or not. She's VERY cheap, too. Some other good figures to use would be someone like Bullseye, or Cyclops. I would try to put together a bunch of smaller figures that can tie up all the range on their team very quickly, and then run into them with Atlas.
And remember, keep a PC on him at all times. He only needs a 3-6 to breakaway and deal out that one damage BEFORE he even charges, but he can still miss. I'd suggest Destiny, or if you want another figure with some firepower, R Domino.
As for what I would thunderbolt- I myself dislike Mystics. On a giant figure, Bat Ally can be pretty brutal

Back in the day, I would have told you to go with Domino, but I also am at a standoff with the two. It kinda depends on whether you want 10 range, or SS rolls. That being said, Scarlet witch keeps her prob control for a bit longer, so I'd go with her. The pc on Atlas breakaway rolls are more important than the PC's life itself. In one match, my prob controller died in the 2nd turn, but Altas still killed their whole freakin' team with breakaway charges. It's more of an added bonus
Jolt w/ AP + Double time is a really good idea! I'm surprised I haven't thought of that yet. Perhaps try and have her working off one side of the map, just to tick off your opponent long enough for Atlas to make his move.....
Then again, now that I think more about it, a Lockjaw w/ DT and a cheap trick shotter to hide behind him on the opposite side of the map would keep them occupied long enough for Atlas to literally drop in.
The piece looks straightforward, but there's really lots of options with him
just though of somthing i have to put T bolts on jolt also because all avengers have to have it so. this comlicates things.

I would consider toasting your double time. The activation click is annoying, but for the reward- you keep your team intact and keep a stealthed giant to boot.
It just may be more difficult than you hoped. I would perhaps consider a transporter instead.

Personally, I'd drop Fortitude, and play Oracle on her card. Drop the Double time from Jolt for the extra points you need (I know, it's a useful card to get her off her Activation click, but it's useless after that). Now, Atlas or Jolt can use a power action (at least you won't have to completely waste actions pushing Jolt) to pick up Outwit, to Outwit opposing Outwitters, keeping Atlas' powers safe. Once Outwitters have been dealt with, you can then Outwit whatever else is in your way, or pick up some Perplex to Augment your ICWO bonus. It's a more proactive solution that brings more to your team in the long run.
Or, downgrade your Probability controller to Destiny, and re-Thunderbolt Atlas and add it to Jolt so they can Outwit through Stealth with the Ultimate's TA (and you can keep Double Time, as well, if you want). The Thunderbolts TA can also be changed for each match in the tournament, so if your opponent isn't packing any Stealthed Outwit, you can pick Mystics, Skrull, or whatever TA is most useful to you for the match. Confused yet?
She's dangerous to a degree. She suffers from smoke cloud disease (surround her with smoke cloud, and her HSS goes bye bye), and as a result, she is hard to use with a stealth TA. An Ultimates TA is much much more powerful with her. But it serves Atlas no purpose. So it's a trade-off.
I would try the idea with dropping Fortitude. It's a strategy I'm not used to, as I don't own oracle
