pretty simple feat question

when you equip a character with a feat such as repulsor or hold the line, are the stats always modified (such as always having -1 to damage) or only when you are using the feat?

The stat modifiers are only applied when using the Feat.

They would be modified when using the feat only.
Otherwise shellhead would be too awesome.
