I really like the last part of the speed special power.

Speed - From the Shadows: Batman can use Charge and Flurry. When Batman is given a non-free action and occupies elevated terrain, he can use the Flight ability for the duration of that action. Attack - Utility Belt: Batman can use Perplex, but can target only himself and opposing characters. Defense - Dark Knight: Batman can use Leap/Climb, Combat Reflexes, and Toughness.
Utility Belt should be Exploit Weakness, and perplex that can only target friendly figures.
I really like that last part of the speed power, make so much sense. I don't like the Quake, it does not fit batman. Smoke Cloud would be a better fit. Mid-dial charge should be Leap Climb, but I see you have make this more close combat oriented so the charge fits.
Drop some of the Outwit, it is cute but a full dial is not nessary and cause undo point value increase (points at KC Batman). Top two clix shoul dhave Outwit and Last two. Do this and it should ring in around 100 points, see what it looks like.

Before giving Batman an Action you may move him 1 space. Attack - Against The Odds: Batman can use Psychic Blast and Perplex, but he may only use perplex on Enemies and may only modify values by -2 Damage - A Plan for all Contingencies: Batman can Use Outwit and Exploit Weakness

Forget what I put before.
I look at this and feel that it is missing something, can't put my finger on it. Possible an 11 attack on the top. I got it!!!
A trait that acts like Dawnstars special power. Planning Ahead: At the start of the game before the first turn, declare an opposing figure. Batman and all friendly figures on you team recieve a +1 attack against this figure.
I think the new version is going to have it, but i still don't agree with it. It should be reserved for the near-godly status, or characters who for some reason or another, never tire.
I do really like the the whole Flight thing from elevated though. I also agree that 3 damage and Outwit when combined with charge and flurry is too much. Batman shouldn't be able to lay down that much damage. A 3 with Outwit is about his max, especially when he can do it from range as well.
