If somehow via weird spacial displacement, DC-US and Marvel-US got into a war, who would come out on top?
Only heroes and agencies who directly work for the government can show up. So no CHECKMATE, but Amanda Waller and her Suicide Squad is in. And anything working for the military of course.
Pre-Civil War, since most reg heroes are defacto drafted after.

Well, a large number of Marvel Heros were defacto government heros whenever Nick Fury wanted them. Wolverine used to run jobs for him or the Canadian government all the time. Cap was a SHIELD certified agent. Then you have things like Project Pegasus (which would include the Squadron Supreme) and the like.

Well, a large number of Marvel Heros were defacto government heros whenever Nick Fury wanted them.
Most weren't actually government employees in any sense thought, they just were willing to work with SHIELD when asked (and SHIELD itself fluctuated between US and UN agency too... although most recently it's been US so it's in). Capt's in, but, say, Iron Man wouldn't be, since he's a private citizen/hero. The Avengers don't technically fall into the government structure, although some of the individual heroes on it do.
Someone who collects a paycheck from either US in short.
Wolverine and Supreme Squadron are a Canadian agent and an alternate Earth respectively, so they're out.
And, as a side-note, Marvel Canada would easily beat DC Canada... sometimes I wonder if they have more secret projects than Marvel US.

Well if drawing a paycheck from the U.S. government is what it takes then DC wins. John Jones is a cop, he's payed by the government, Wally West works as a mechanic for the Keystone police force, also a government job.
Quasar and the entire Squadron Supreme would qualify in Marvel. Quasar used to work directly for the government (paycheck, room, and board). The Squadron Supreme draw pay, room, and food from the US Government.

Not as heroes, though. John Jones, cop, and Wally West, mechanic, are in, but Martian Manhunter and Flash don't.

Isn't that part of whatever Earth they're from, and not 616 US though? Marvel doesn't get every US gov, just the main one. The last I heard of them, they fought the Ultimates back in their home dimension.

Captain Atom worked for the US government, being an actual military captain and still subject to the chain of command in costume.

I'm pretty sure The Avengers figured out how to send them back to their Earth a long time ago. Case in point Nova went to Project Pegasus in his latest issue and they weren't there (Darkhawk works there now).
