Power Dampening Field Question / Outwitting Feats Question
I did a search on the forums for these two questions, but didn't find anything so thought I would ask for help here.
Question 1: Power Dampening Field Battlefield Condition.
Wording on Card: Damage values higher than 3 becomes 3 instead.
This leads to my question. The card doesn't specify between unmodified and modified damage values. So the way I understand the way this battlefield condition works is that NO damage value, modified or unmodified, can be modified higher than 3.
If I am correct on this, that would mean that if a character has a base damage value of 3 already, his damage value can not be modified higher through other means, be it Perplex, using objects in close-combat attacks to increase the modified damage value, or any Special Powers that may increase damage values. The Fantastic Four Rulebook states that objects add to the damage value.
The Power Dampening Field BF card would also limit Replacement Damage Values, such as Blades/Claws/Fangs. The attacking character can still use BCF, and still rolls for damage, but the damage can be no higher 3, no matter how high the 1d6 roll is.
However, if a critical hit is made by a character with a damage value of 3, unmodified or modified, he will then deal 4 clicks of damage. The reason being that a critical hit does not modify the damage value, but modifies the damage dealt.
Can a judge please rule on this and tell me if my understanding of the Power Dampening Field BF is correct?
Question 2: Outwitting Feats
I understand that a Feat Card can not be Outwitted. However, it is my understanding that if a prerequisite for that Feat Card is Outwitted, then the Outwitted character can not use the Feat Card while the Outwit is in effect.
Is this correct?
Any help on these two questions will be greatly appreciated.

Quite right. If the character can't use the prereqs of a feat, it can't use the feat either.
***EDIT - this is a bit of a tangent, but it is worth noting that you could always use the Thwart feat to curtain your opponent's use of feats. It doesn't actually counter the feat (though Outwit is one possible prerequisite for Thwart), but it does prevent prevent your opponent from using a feat for the small price of one power action and it gives you an out against feats that do not have prerequisites. Take that, Fortitude!***
"How does [insert special power] work with the new 2013 rules?"
Most everything special power-wise, we're looking into. The PAC changes may change the way some special powers function; we're checking on them before the June release. In the meantime, ask your judge.
I was playing in a tournament awhile back, and my opponent was using Super-Man Prime. He said that with objects they would add to his damage dealt, and that Power Dampening Field BFC would not prevent his damage value being modified higher than 3.
I explained the rules to him the way I did above in my question, and he said I was wrong. I told him I wasn't going to argue the point or want a roll-off to settle it, and we could just play the game with his understanding of the rules. He's an Über cheese player, but doesn't know the rules that well.
He beat me of course, as I was out-gunned by the high damage values. I'm a graceful loser though, and I usually play just for fun. However, when people rub me the wrong way, I'll play to win. Which leads to the below paragraph.
However, I got revenge in next week's tournament when I showed up with Fin Fang Foom and Skrull Yellowjacket. He showed up with an extremely powerful min / max cheese team. He was sure he was going to win the tourney that night. I actually got to play him in the first game, and when it was time to reveal forces, I pulled out Foom from the blank cardboard box I brought him in. The player almost $%&* his pants. I crushed him in just a few turns.
I told him he's not the only one that bring the cheese, and that usually my teams I build are like bringing a knife to a gun fight. My teams usually consist of older figures from the first 5 sets as I play a lot of old Avengers teams, as it's my favorite team. Then I told him I didn't bring my knife that night, but I brought a nuclear bomb to battle his gun.
He's a very poor loser and sportsman, so he took the butt-whoopin' pretty personal. LOL!

Objects used to increase damage dealt. They haven't, though, since the LoSH starter came out a couple years ago... you might want to get this guy a new rule book

One clarification (though the answers above are correct). Some feats have multiple ways of qualifying for their use. If a character has more than one way to use a feat and you only outwit one of those powers, they can still use the feat.
For example, Trick Shot can be used by characters with Plasticity or Ranged Combat Expert. If a character had both of these powers and you outwitted the RCE, they could still use Trick Shot since they can still use it through Plasticity.
