Nope, RS/Charge is a power action whereas L/C is a move action.
Not quite.
The 'ignore stuff while moving' part of Leap/Climb activates when you give the character a move action... it is not an action by itself.
Also, the 'hit stuff on a different elevation' part of Leap/Climb activates when you give the character a close combat action, which means that part will most likely work with Charge (only thing it shouldn't work with is Charge to Flurry and Charge to Quake, since both Flurry and Quake require the targets to be adjacent to the attacker and L/C does not grant adjacency).
"How does [insert special power] work with the new 2013 rules?"
Most everything special power-wise, we're looking into. The PAC changes may change the way some special powers function; we're checking on them before the June release. In the meantime, ask your judge.

That character is actually fairly overpowered, in my opinion...
UGH! I have LOST every match when I faced a Gambit! Hurts even more when you consider I just plain hate the character! Not meant to be a slam on folks that do like the character. He was just part of the "X" proliferation in the 90's that really turned me off to the X-Men.
