So in the past it has been stated that you cannot use charge and l/c together. With the new release of the modern age rules from the neca heroclix website, it states;
A Charge out of hindering terrain works at one-fourth the
character’s initial speed. First, the character’s move is
halved (provided it does not have any powers or abilities
that allow it to ignore the effects of hindering terrain on
movement) because it begins its move in hindering terrain.
Then the move is halved again if the character chooses to
use Charge.
Has the rule been changed? After reading this, I would assume that a piece such as Lamppost Batman or anyone with charge and l/c does not suffer from the 1/4 penalty.

This doesn't change the fact that Charge is a Power Action, and Leap/Climb is a Move Action. It means that if a character has a means of ignoring hindering for movement that works with Charge, such as Flight, or a special power/trait that states the character ignores hindering for movement, or a special power/trait that does let Chrage and L/C work together, then they do not halve their movement for beginning in hindering terrain.
