I wasn't saying that, I was just stating that I think the program would have been better test set up for the newest set that is out as more people are going to be worried about broken figures from it more. Granted that is just my opinion. It is harder with the Cap set to play with broken pieces due to the new mechanic rather then the Watchmen Set. I guess you can try to print and play a Monkey Joe or a Cap's Shield, etc assuming the venue you play allows such a thing, but a headless Rorschach doesn't really change anything as his head isn't used in the game at all.
I hear you. I don't disagree. I think "Program starts now with CAP" would be the best possible solution. But it wasn't one of the options. The options were "Program starts later with CAP" or "Program starts now with something else". Of the "something else", Watchmen felt like a good start up because (a) while it was smaller in terms of pieces it (b) had a very well known issue that should generate a "start up" to testing the return policy program.
Ideal? Maybe not. But it accomplishes something sooner rather than later. That's how I'd like to it done, but I agree mileage may vary.

If you send your figure in with a character card, you'll get it back with a character card. (And vice versa).
If you end a figure in and indicate that the problem is that it came without a character card, all you'll get back is a figure without a character card.

90% of my replacement issues are missing cards (as in, "they were not packed in the booster", not "I lost it")
Replacing missing cards has never been part of the WK replacement program. In fact, previously, if you sent a fig in with a card, you would just get the fig back.

in the pass i have had either the figure or card missing and i had sent them in and had it replace and did get the card or the figure i was missing. and one figure i had to sent two times to get the card but i got it. crisis was the last time i had anything replace got alot of cards and no figures but they replace all i had sent in.
I am glad to see an attempt at a replacement program, even if we have to wait a little longer for the latest sets.
Now I know that I'm going to be able to get a replacement for the GSX Magneto I pulled with the Gideon stats!
If I just don't want to risk not having the card returned and I decide to not include the card, will I still get the replacement figure?

No card in means no card back. Card in means card back. You'll get what you send.

Uh, that's not true. I had two card-free figures replaced by carded figures pre-NECA. I sent in a note and the figures that came without cards. They sent back the figures with cards. It was the same when you got a figure with the wrong card. I'm sure a lot more people could chime in here that they took advantage of this in the past.
If NECA is not going to supply cards, that's one thing, but it's not appropriate (or honest) to say it wasn't done before NECA. It's also not a good idea to make a statement like that which you can so easily be called out on. There is already a palpable lack of trust with NECA regarding figure replacement. Please try not to make it worse by lying to us.

I'll say I was mistaken, but I know 2 things. I know that the policy was that character cards were not part of the replacement policy. I remember when Mark implemented that and was asked what would be done when a figure came without a card, his answer was that they should print one from the web site.
I also remember reports from people back then unhappy because they sent in a figure with a card and then got one back without it. Maybe that was earlier in the character card replacement era and things got better later on, I honestly don't know.
What I do know is that the existing policy is that the replacement policy is to replace what is sent in. Send in a figure, get sent a figure. Send in a figure+card, get sent a figure+card.
