I see that there has been some discussion in the Units section, but I didn't see an actual thread about this power.
SUGAH AND SPICE: Gambit / Rogue can use Force Blast and Penetrating/Psychic Blast. When they use either one, after actions resolve they may use it again as a free action, if they take 1 unavoidable damage after that resolves.
A friend says that the bold text means that starting on the first click they can shoot five times in one turn, taking one unavoidable click each time until the power no longer appears on the dial.
Any game effect that grants the character a free action can never use that free action to initiate the action that granted the free action in the first place. (For example, the power action of Multiattack cannot be used to give the character a power action for another Multiattack).
So, no, you can't use P/PB over and over and over again with Rogue and Gambit.
"How does [insert special power] work with the new 2013 rules?"
Most everything special power-wise, we're looking into. The PAC changes may change the way some special powers function; we're checking on them before the June release. In the meantime, ask your judge.

I want to believe that this is not true.
It is not. They can be given a ranged combat action to use Psychic Blast (or a power action to use Force Blast) once normally. Then the same power again as a free action. But that free action will not activate another free action.
From the Player's Guide:
