I was a little disappointed with the Jean we got in GSX - not that she's not awesome and all, but I was hoping for a really nice, normal, non-Phoenix Jean Grey. She was the cornerstone of the X-Men for years, but in Modern play all we have is the First Class rookie, which is a little underwhelming.
I'd love to see one that plays as well with the new Cyclops as the new Emma we got. I thought this would be a good, fun starting point.

Attack - Unleashed Potential: Jean Grey can use Incapacitate, Mind Control, Psychic Blast and Telekinesis. When Jean Grey uses Running Shot, she can use Mind Control or Telekinesis as a free action instead of being given a ranged combat action. Defense - Psychic Shields: Jean Grey can use Defend, Energy Shield/Deflection and Toughness. Characters who replace their defense value with Jean Grey's may use Energy Shield/Deflection and Toughess. Damage - I Know What Your Thinking: Jean Grey can use Outwit and Super Senses.
Yeah, I was really aiming for just a regular, non-world destroying Jean that can make serious contributions to the team without costing a ridiculous amount or being nothing but a TK cannon.

Note there's a big difference between code name phoenix and her being "the phoenix". As phoenix-Jean she's purely telepathic and telekinetic, powerful but not the "from the ashes"... thing. She could technically warrant a higher damage value then. Maybe 3 at most. I mean she's still an Omega level even without the Phoenix force.
Giving her a little dash of 3 damage would be fine, definitely. And I'm not averse to giving her some Running Shot (and I like Chris31616's version that has the running shot that works with mind control and TK), though I think that would boost her cost considerably. I'd like to see her to be in the 100-120 points range.

Took your dial which I liked more. I lost one white power, one bolt, split you white power into the support powers you picked, and knocked her attack and defense down. I gave her the 3 damage click you liked, ditched the ESD for more of your white power, dropped incap for more psychic blast, and filled willpower on the other clicks. Because I think this would make her cheaper as well. I think your verison is the perfect concept and gives the xmen an all in one tool box that could hurt someone and is not a power house piece. GREAT DIAL!
Actually sundance_kid has a point. The tweak of just giving her outwit and enhancement works. She'll be more playable. I'd put that at 90 though. It's very similar to MnM Jean Grey.

I really like this one, she'd be a powerful addition to any X-Team.
Omega Level Mutant: Jean Grey can use Telekinesis. Psionic: Jean Grey can use Running Shot, Mind Control, and the flight ability. Telekinetic Blast: Give Jean Grey a power action and make a ranged combat attack or a close combat attack that deals no damage. If attack is successful roll a d6, on the result of a 1-5 deal 1 unavoidable damage to target character and knock it back 1 Square, on the result of a 6 deal 2 unavoidable damage to target and Knock it back 2 squares. Telecinetic and Telepathic Defenses: Jean Grey can use Toughness, Energy Shield/Deflection, and Super Senses. Psychic Powerhouse: Jean Grey can use Barrier, Perplex and Willpower.

I really like your idea for a strong support Jean Grey for an X-Team. I'd change the Psychic Rapport power so Jean can target Cyclops wherever he is on the map. It would be more accurate to the books and (imo) make her more useful to the team.
Astral Plane: Jean Grey can use Perplex. Jean Grey does not need line of fire when using Perplex on a character named 'Cyclops' or 'Scott Summers' Phoenix Force: Once per game, when Jean Grey would be KO'd, instead, put her on her card. While Jean Grey is off the board, you may roll a d6 at the beginning of your turn. On a result of 6, put a gx047 Phoenix on click #7 in your starting area. When Phoenix is KO'd, your opponent scores points as if Jean Grey was KO'd. If all of your force is KO'd while Jean Grey is on her card, Jean Grey is KO'd.
