My friends and i are debating whetherr or not you can use running shot or charge w/ range combat expert or with close combat expert. Just wanted some ruling

NO

RCE cannot be used with any other powers at all. Not even perplex on the attacker or target, or Outwit on the target. RCE is a standstill attack for full damage, or running shot for base damage.

Same applies for CCE. This is why Batman got ripped having Willpower with CCE, because he cant use both in the same action. He either uses CCE and takes Push damage, or does base damage with no push.

CCE and RCE don't work with any other super power, so no. IIRC, RCE does work with the SHIELD team abillity, since it's not a superpower. Am I right, guys?

RCE cannot be used with Running Shot.
CCE is a Close Combat Action, so it cannot be used with Running Shot (which requires powers that use Ranged Combat Actions).

Team abilities CAN be used in conjunction with RCE/CCE (there are some stipulations, though).

Right. Team abilities work with RCE as they are not superpowers, but team abilities.

THE WAY WE PLAY AT OUR LOCAL GAMEING STORE IS THAT YOU CAN PERPLEX HIS DAMAGE UP ONE IF YOU SAY IT BEFORE YOUR ATTACK.BECAUSE SAY PERHAPS DR. OCK IS PERPLEXING IT PERPLEXES HIS DAMAGE NOT THE RCE.DO YOU KNOW WHAT IM SAYING?

First, please refrain from using all caps. It is considered yelling. Second, you cannot Perplex up his damage and then use RCE. It is clearly stated in the FAQs:

"This [super] power does not work with any other [super] powers except Probability Control, even if the other power’s description suggests otherwise."

Later it says:

"If a character has Ranged Combat Expert and wants to use it to attack, it can’t have its combat values altered from the printed values in any way by itself or a friendly figure (for example, via Perplex, Enhancement, or another power)."

So Perplex is specifically not allowed. Declaring it before your attack doesn't change a thing. Sorry.

You can however perplex your targets defence down.

Another teammate can do that, sure! That works like a charm.

Wow ... didn't even think about willlpower and CCE for Batman.

However, I believe you can use probability control in conjunction with CCE and RCE.
