What about along with the tally ability he can chose to use the tally marks and modify his damage value by that much if he is targeting a character names batman, then you deal him that much clix. Only makes sense, seeing as how he would kill himself if He ever killed batman.

Ring Ring Give Zsasz a free action and target one square on the board. If the opponent does not end his next turn with a figure on the target square, you may make a free attack with Zsasz using Blades Claws Fangs.
This power could be outwitted or knocked off of course.

i think a cool trait would be when revealing your force rather thin placing Victor Zsasz,if any of you opponents reveals a character named batman,you may chose to instead OK Victor Zsasz,and ether deal that character 3 clix or if its less points remove that character from the game.
I have realized that many of Batman's villains are...well...less than Super.
Let's even take big names like Two-Face. No powers, and yet he remains a major player in Batman's rogues gallery.
So what if there is a new Mechanic called 'Hostages'? It would work like the Grenade pool works, in a sense. Here's a dial for Zsasz that uses that mechanic.

Another Zombie Liberated As long as there is at least one Hostage in the Hostage pool, Zsasz may use Shape Change. Once per turn, you may give Victor Zsasz a power action. Reduce the number of Hostages in the Hostage pool by -1. Zsasz may then use the "Another Day, Another Tally" power as if he just successfully knocked out an opposing character, modifying his attack value by +1. Another Day, Another Tally Zsasz may use Blades/Claws/Fangs, but may only deal a maximum of 4 damage when using it. Whenever Zsasz successfully knocks out an opposing character, you may immediately give him a free action to break away freely and move up to half of his speed value. He may then be given a close combat action as a free action.
I daresay that's not a bad dial . Dunno about the Indomitable, and I would love to see a few clicks of toughness near the end as he gets too callused to feel from his scar markers.

that might be better. And help drive his cost down.
The Hostage mechanic drives his cost down a little bit. If he uses the Hostage power, your opponent gains 10 victory points. In a timed match, that may be enough to gain the advantage.
Maybe the tally idea people have mentioned could become a minimum on the BCF roll? So once we have two KOs any rolls of 1 just become 2, once he has three KOs any 1s and 2s become 3 and so on.
It could be argued that this would make him inaccurately scary to big guys like Superman or Black Adam late in the game, but as they would take up most of the points in reasonable sized games he wouldn't have enough targets to KO to make him a threat to the big guns. It would also make him a silver bullet to pit stop tactics.
I was gonna do a Zsasz for my thread today, but I decided to throw it up here see what everyone thinks of it.

Everyone Is A Victim! At the beginning of the game chose an opposing character. Victor Zsasz gets +1 to his attack whenever attacking the chosen character. If the chosen character is KOed a new target of this ability may be chosen. Surprise Your Victim! Victor Zsasz may use stealth and charge. Liberating The Zombies Victor Zsasz may use Blades/Claws/Fangs, when he does roll 1d6 to determine damage results of 4-6 are all treated as 4. One Too Many Marks Victor Zsasz may use Willpower. This Ability cannot be countered.
3 range
Opening with Stealth that goes into Flurry
B/C/F (I don't really think it's necessary, but some sort of minimum 2 and maximum of 5 with the BCF roll might make him feel a little more "accurate")
Indomitable and Combat Reflexes
A dash of mid-dial Perplex
A Trait that gives him a "Tally" power as has been mentioned AND a built-in Lunge-type ability.
I don't think regular Charge really works, but I definitely think of Zsasz as leaping out of the shadows at his victims.
I'm fairly indifferent towards whether or not he gets the Batman Enemy TA, I can see the argument either way.
