I would love to see this guy in the next Batman set.
Power wise I think you have him down. He would be much like the Indy set, straight forward but up close very brutal.
If you were talking about Special abilities for him something that allows him to strike first along with a tally makes sense.
Think about a guy you can't hit until he does some damage. Something similar to Mystique's SP ability, but with a scary twist.
He's done it again: Zzasz has stealth and lines of fire can not be drawn to him until he does damage to an opposing character. This power can not be countered.
Another Tally: When Zzasz KO's an opposing character give him a +1 to his attack and combat reflexes.
The starting power idea would be that the only way to stop him is to run up and take him out. It also gives the user a secondary strategy opportunity that might be ignored which puts a meta game twist on the piece.
The KO sp, would be a situational boost to the figure in close combat, and a representation of what happens when he gets another notch.
Not really familuar with the character but feel "He's done it again: Zzasz has stealth and lines of fire can not be drawn to him until he does damage to an opposing character. This power can not be countered." is a very powerful ability to give a presumeably low cost character. I can see SOME PEOPLE playing an entire team of this character, or any character with that trait as it only makes him vulnerable to CC attacks.
Wound: When Victor Zsasz makes a successful BCF roll, modify the opposing character's defense by -2 for the rest of your turn.
Even Strapped Down, My Fingernails Are Deadly: (Optional) Modify Victor Zsaz's attack value by -1. If the attack is successful, modify his damage by +3.
He is also an incredibly strong combatant, due to spending a majority of his incarceration(s) performing isometric excersises. I would hope a Zsasz dial would have Indom, Blades, Stealth, Combat Reflexes, Charge, Flurry, Exploit Weakness, Perplex, and a SP that allows him to use Super Strength, but only on light objects.
Yeah, I want a 100 point, six click Zsasz. Maybe even one with Plasticity that deals poison damage when an opponent fails to breakaway.
While we are getting the umpteenth version of Superman, Batman and some color or other of Lantern, there are still oh so many more or less popular characters out there that are still waiting impatiently for their Heroclix debut.
Today I will be talking about a killer you can count on-- literally! No other than Victor Zsasz!

I don't think you get the point of these articles. It is not that people could care less about Batman or whomever. It is to point out that there are quite a few characters that still need to be clixed. Zsasz being a prime example.
If you have never heard of this guy, then I suggest picking up some comics with him in them. He is a classic Batman villain. Or you could just pick up either Arkham Asylum or Arkham City for any major video game platform. The guy sends chills up your spine...

Body Count: When Zzasz KO's an opposing character, place a Tally counter on his character card. Unpredictable: Zzasz can use Blades/Claws/Fangs. Before Zzasz is given a non-free action, you may choose to remove a Tally counter from his character card and choose one: 1) When Zsasz rolls a d6 when using Blades/Claws/Fangs, on a result of 1-3, damage dealt is penetrating. 2) Zzasz can use Super Senses until the beginning of your next turn. 3) If Zzasz occupies hindering terrain at the end of your turn, he deals 1 damage to adjacent characters at the beginning of your opponent's next turn.
Going back to his origin in The Last Arkham storyline, Zsasz should have some Combat Reflexes. Nightwing almost got whacked from underestimating Zsasz's ability to take a beating. Also, I'd envision some kind a Prey on the Innocent trait, giving him +1 Attack when attacking a figure of a lower point value than himself.

I'm hoping he shows up in the Batman movie micro set since he did have a cameo in Batman Begins.
Where he was played by Tim Booth, who is better known for his work as a Britpop singer. I, for one, cannot wait for a Zsasz click so I can put him on a team with Manchester Black a bunch of guys named "James" for a theme that will make little sense to most people, but will tickle the heck out of me.
