So on a multi-attack, if you had 4 perplexers, you could take a printed 5 dmg, that gets -1 for multi attack, then +1 it 4 times for a damage of 8 correct?

You would need to Perplex the damage value before declaring the Multi-Attack Action regardless. But you can use Perplex more than three times on any given value. The Rule of Three only caps the benefit; it does not prevent the usage of a power that modifies. So if you use 4 Perplex actions to increase Damage then it will be modified by +4 but only effectively modified to +3 per the Rule of Three. Once you declare the Multi-Attack the damage value will then take a -1 modifier, bringing the total modifiers to: +1+1+1+1-1=+3 total.
Multiattack
The Capture ability may not be used via the free action granted by Multiattack.
The free actions used in this ability may activate the same effect.
So, eveyrone with Multiattack can do the same action for both actions given by Multiattack.

Yes. It used to be only the original Galactus (2004) who could, but now all colossal figs that can use MA can do this. Spectre could at first because you had to give two actions, either close-combat, ranged combat, or power, and phasing was a power action but then they changed it so that you had to MA with an action that included an attack.
