I'd say its also getting stronger due to the shorter clicks of life. Clicks of life are now in the 13-18 range per click of health instead of the 8-13 range per click of health. Average dial length probably went from 7-8 to 5-6.
If you have a reducer and get that outwitted and hit, it is probably gonna be a short game.

Although the 13-18 life thing confuses me. I think you are talking about how many clicks of damage to KO a figure including reducers.
Short life = fast KOs.
One of the reasons no figure should have 5 damage + Super-Strength + HSS ever again. Being able to one-shot an 100 - 200 point figure and prevent retaliation is just poor design.
In modern age there are only a few figs with a range of 10 or more. Most of the are either SR or Chases.

There are also more figures whose powers can't be countered than ever before. Look at the number of figures with the Power Cosmic team ability in Galactic Guardians alone.

If only Adam Warlock wasn't so squishy. But outwit isn't entirely useless. I've hampered figs by outwitting their flight ability and making them charge, RS, and HSS out of hindering.
When they place their figs in hindering for the +1 vs ranged, I chuckle.

This is what I was going to say. Between Power Cosmic, Guardians Of The Galaxy, the gauntlet (especially the gauntlet, once it becomes finished), and Stealth a big chunk of the game doesn't care at all about Outwit. If you're worried about it being too strong, soon you'll literally just be able to decide not to be effected by it.

It's never been broken. Fundamentally un-fun, but not broken.
Still, for uniformity across the board, I'd vote for the range on it [and perplex] to be scaled back to 8. Just 'cause.
