Elevated terrain outdoor VS indoor

My friend said on Heroclix online when out door blocking terrain on level 1 won't block Line of fire between two figures on lvl 2.

Is this how it's supposed to work?

Is this also true on indoor maps?

Yes. You can fire "over" outdoor blocking terrain.

No. Indoor blocking terrain blocks line of fire on all elevation levels.
