I keep thinking of these as being like the 22 base pieces of the Avengers Movie, which did have 2 chases, so I think chases are likely in Justice League and the Anniv sets.
There are two ways to fit chase figures into the promotion system.
The first is to just make an alternate 'old school' version.
Easy.
Make a Mohawk Storm that could transform into the veteran Storm that is in the set.
Make a Nomad version of Cap that can transform into the veteran Cap.
Beta Ray Bill, War Machine, Silver centurion Iron Man, smart Hulk, black suit Spidey, Scarlet Spider, bucket-head or spikey Thing, armored Thor, and on and on.
Most of these characters have plenty of options for a third version.
The second option would be to include matched pairs of chase figures.
An old school Colossus and a Juggernaut-Colossus, for example, or an old school Cyclops and a Phoenix-empowered Cyclops.
Cyclops did appear on an advertising banner, remember.
I dismissed matched sets of chases as too rage-inducing. Doesn't mean it can't/won't happen, but I don't think it likely.
Although, I must admit that a different rookie option had not occurred to me... Props (and rep) for a pretty reasonable idea! I actually like that one, and could totally get behind it.

Isn't grey Hulk based on the Ultimates unique?
He Looks more like the Mutations and Monsters Version and Has a Similar Dial.

He is based off of Ult. Hulk. On each of the classics card, their Sig Appearance is the figure they are based off of.

Actually the Green Goblin figure is based off of the Norman Osborn LE (Fantastic Forces #201).
No but they had the had to buy at 2 different sources to get every fig method so they thought it might be overkill....plus how much overpowered could they make Batman??? HSS....Quint??
