Why can't they do both? 7 different configurations of 1 vehicle and 5 standard figures in each booster. While I do agree it is unlikely for the part you didn't quote "DC Heroclix Batman will utilize a Booster brick model identical to 2011's Giant-Size X-men with..." (the half of the sentence you quoted, but cut from your quote).
They certainly could, but if I recall correctly we've seen at least one vehicle that's quite small and several that are large. Given that evidence, and the text "different configurations", I'd say the odds of getting the same configuration of 1 vehicle and 5 figures in each super-booster are very small.
The brick model is still identical to GSX: 8 boosters and 1 super-booster. I didn't quote that because it wasn't in doubt or have conflicting reports about it.
