They didn't though. I am an ultimate fanboy of Lex and...honestly, I keep wanting to know how the smartest human in the DC Universe keeps ending up with vanilla Outwit compared to all the other nifty variations characters not as smart as him keep getting.
The rest of his dials are solid. I'm not sure why they chose to use the Golden Age / Earth-2 sculpt to represent post-Crisis Lex but, hey, at least we got him. (I'm guessing the last two clix represent when he was all "uber-martial arts Lex backed with gadgets"...after having his body rebuilt by Neron and everything).
The Phasing Shot on the battlesuit is nifty and it's a big improvement over Icons - especially considering the points - but, again, feel a little let down by the "no special Outwit".
I do think they were mixing references though in the use of the term Golden Age. They first mention it as a nod to the comic Golden Age - the red hair - but then I think maybe they were referring to Golden Age in Heroclix terms (ie: CJ Lex is a Golden Age figure). So a bit of confusing writing there.
I'll get over it and be sure to get my favourite villain, though. He's hardly unplayable (especially the battlesuit version).
Yeah, I've been waiting a decade for Golden Age Alexi Luthor! I only wish he was in his gray prison suit and didn't have Earth-1 Luthor's keywords such as politician. Otherwise, I'll gladly take this one to team up with Lex against both Kal-L and Kal-El and maybe even throw in Ultraman to recreate an old multiple Earth crossover story where both Luthors switched Supermen to fight for a pretty enjoyable read.
I do like the new armored Lex, but I have to admit I'm one of the few people that I know of that has had a lot of success from the Icons version.

The armored one has late dial pulsewave but it's with a 9 attack and outwit (wasted if you PW)????
I don't mind that at all. By the end of the dial, he should have a lower attack, and a 9 isn't really that bad late game. I love outwit paired with powers that ignore damage reducers; it means you can outwit something else. In this case, you PW and then outwit, likely giving Lex some protection.
Every time I look at Battlesuit Lex, I like him more. Phasing Shot is fabulous and will really help him get first strike. Lots of damage reducers. Great on teams with the Calculator TA.
I do find the wording of his Phasing Shot interesting. While normally odd number movement is great because you get to round up, in this case it seems Lex would get one less movement when doing a Phasing Shot on his first click. I don't think it hurts is playability, I just find it interesting.

To be fair, I'm pretty sure Bruce is #1 as far as smarts are concerned. But you're right -- he needs a serious upgrade in the outwit department. It's one of his #1 character traits!

Eh, Bruce has tricked Lex a few times - largely due to Lex's overconfidence or Grant Morrison's writing - and is a better strategist, but even Bruce admits when it comes to pure genius / intellect, Lex is way above him.
Remember, only one human could go to the Source Wall and back, or as he told Metron in the animated series, in regards to warnings about required intellect level "I'm overqualified".

No special Outwit? He's got an attack power on every click that ignores the damage reducers of Kryptonians (and 4 of those clicks let him ignore everyone else's DRs too), and a trait that lets him bring in any kind of Kryptonite. I'm pretty sure he's got the "outwitting his enemies" power set covered if you look at his whole dial instead of just concentrating on the damage slot.
THIS is the Battlesuit Lex I've been waiting for since we got the overpriced Icons version. I was hoping I could repaint the Blackest Night one, but he's just not good enough for my favorite DC villain! My favorite Marvel villain is Taskmaster, and I'm pleased as punch that he got the dial and sculpt I've been waiting for in the CW set. My top two villains covered? THANK YOU WIZKIDS!!!

Seriously, did you SEE the new Alan Scott GL? Flash and Blue Beetle should also give us two heroes in each pair as well (as opposed to the Marvel 10th Anniversary set pairs, which are all just two versions of the same character), so it seems like a set that will give us about 50% more characters than the Marvel set. That's pretty exciting.

Agreed on all points.
A 9 attack with Pulse-Wave is =
to a 10 attack vs anyone in Hindering
to a 11 attack vs anyone with ES/D or CR
to a 12 attack vs anyone with ES/D in hindering
I hope to see this trend more often:
Pulse-Wave gets lower attack values (10's and 9's are plenty)
And hopefully we'll start seeing HSS getting 3 damage (max) with 7-9 movements.
