Since you can outwit soaring, is it considered a power?
If yes that would mean that a soaring character can't use RCE or CCE, right?

It's not a power, no. Heck, the Outwit PAC entry even says you may Outwit soaring instead of a power. While soaring, you can use RCE and CCE against other appropriate soaring figures.
